Appendix B, Page 3, Nonrecurring Charges List, “Service Call/Investigation” and the corresponding amount is stricken and is replaced with the following language: Service Call/Investigation (after hours) $110 2. The pit cock valve (actual cost) shall be included in the list of Nonrecurring Charges in Appendix B, Page 3 with the following language: Pit Cock Valve Actual Cost 3. All other provisions of the Commission’s September 27, 2022 Order that are not in conflict with the terms of this Order shall remain in effect.

Final Order Entered: 1. The recommendations contained in the Commission Staff’s Report are adopted and are incorporated by reference into this Order. 2. The water service rates proposed by Western Pulaski District are denied. 3. Phase 1 rates set forth in Appendix B to this Order are approved for services rendered by Western Pulaski District on and after the date of service of this Order.4. Phase 2 rates set forth in Appendix B to this Order are approved for services rendered by Western Pulaski District one year following the date of service of this Order.5. Phase 3 rates set forth in Appendix B to this Order are approved for services rendered by Western Pulaski District one year following the date of service of this Order. 6. One month prior to the effective date of the Phase 2 rates, Western Pulaski District shall notify its customers of the implementation of the Phase 2 rates by publishing one-time notice of the increase in a newspaper of general circulation in its territory or placing an insert in bills rendered to its customers. 7. One month prior to the effective date of the Phase 3 rates, Western Pulaski District shall notify its customers of the implementation of the Phase 3 rates by publishing one-time notice of the increase in a newspaper of general circulation in its territory or placing an insert in bills rendered to its customers.

Order Entered: 1. Western Pulaski District’s amended application is accepted as filed as of May 6, 2022. 2. Western Pulaski District shall not place the proposed rates into effect until the Commission issues an Order approving the rates or six months from the date the application was amended, whichever comes first. 3. Within 14 days of the date of this Order, Western Pulaski District shall notify its customers of the implementation of the rates calculated in the Commission Staff’s Report by publishing notice of the increase in a newspaper of general circulation in its territory or placing an insert in bills rendered to its customers. The customer notice shall contain the information set forth in the Appendix to this Order. 4. Western Pulaski District shall provide proof of publication of the notice to the Commission no later than 30 days from the date of this Order. 5. If the Commission does not receive any written requests for intervention or a hearing in this matter within 30 days of publication of new rates, this case shall stand submitted to the Commission for a decision based upon the existing record.

Staff Report

Order Entered: 1. The April 7, 2022 procedural due date to file a Commission Staff’s Report, in accordance with the December 17, 2021 procedural schedule is stricken and replaced with a procedural due date of April 26, 2022, to file the Commission Staff’s Report. 2. No later than April 26, 2022, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings regarding Western Pulaski District’s requested rate adjustment. 3. All provisions of the Commission’s Order of December 17, 2021, as amended not in conflict with the provisions of this Order, shall remain in effect.
