Final Order Entered: 1. The rates and charges proposed by Columbia Kentucky are denied. 2. The Joint Stipulation, attached to this Order as Appendix A (without exhibits), is approved with the modifications discussed in this Order. 3. The rates and charges as set forth in Appendix B to this Order are approved as fair, just and reasonable rates for Columbia Kentucky, and these rates and charges are approved for service on and after January 2, 2022. 4. Columbia Kentucky shall file with its next general rate case formal cost support for its residential late payment charge. 5. Columbia Kentucky’s reconnection charge is reduced from $25 to $20. 6. Columbia Kentucky’s returned payment charge is reduced from $15 to $14. 7. Columbia Kentucky’s residential seasonal reconnection charge is reduced from $128 to $20. 8. Columbia Kentucky’s commercial seasonal reconnection charge is reduced from $357.52 to $20. 9. Within 20 days of the date of this Order, Columbia Kentucky shall file with the Commission, using the Commission’s electronic Tariff Filing System, new tariff sheets setting forth the rates, charges, and modifications approved or as required herein and reflecting their effective date and that they were authorized by this Order. 10. Columbia Kentucky’s request to roll SMRP rates into base rates is approved. 11. Columbia Kentucky’s request to include first-generation plastic pipe in its SMRP is denied. |
